RPF Acting President MM Ngouba’s Message to the People on the 47th Raising Day of the People’s Liberation Army | 25 SEPTEMBER 2025
First and foremost, I offer my revolutionary salute to the heroes who have made the supreme sacrifice in our struggle for the liberation of our motherland and our people. I also extend my salute and gratitude to every comrade of fellow revolutionary Parties participating in the National Liberation Movement and to our valiant comrades fighting on the frontlines.
47 years have passed since the People’s Liberation Army PLA took up arms in the struggle for the liberation of our motherland and our people. Over this arduous journey, the unanticipated and chaotic nature of this war has proven to be one of its defining characteristics. While a host of factors have shaped this characteristic, the condition of our enemy occupies a large part within it. On the other hand, when evaluating the wider scope of this struggle, this factor has proven invaluable in illuminating the current situation. Driven by these very circumstances, the struggle now stands at a critical juncture, offering a clear understanding of our present situation and the possible future course.
There remains an unforgettable reason for commemorating World War II as a pivotal historical event for the people to this day. The war that countless people resisted and fought against oppression by heroically sacrificing their lives is for future generations to cherish peace and flourish together. The meaning and message given by World War II is that the horrors of that era must never be allowed to repeat, and no one should remain a mute spectator upon witnessing examples of oppression or colonialism.
According to the Western narrative, World War II began after 1939. However, the war had already started in Asia with Japan’s occupation of Manchuria in 1931 and its 1937 invasion of various regions of China, committing acts of killing and torture. Later on, Japan’s military aggression expanded to the remaining regions of Asia, and the flames of World War II spread across both the East and West like wildfire.
Numerous incredible changes have shaped the world in the aftermath of World War II. These changes are largely rooted in the effort to uphold and preserve the lessons learned and the messages imparted by the war. Yet, these changes after World War II remain incomplete. The main reason lies in the fact that the colonialists and the imperialists on the winning side could not cast off their colonial mindsets, and were determined to extort the benefits gained from the changes and the subsequent development. The Western colonialists and imperialists clung to their grip on power for an extended period, mostly in South-East Asia and Africa, even after the war ended.
Page 1 of 5Guided by the hard-won lessons and stark truths of World War II, people across the globe stopped being silent observer and launched a widespread struggle to eliminate oppression. As a result, many nations achieved independence, securing their right to chart their own path to progress. The roles played by the Communist Party of China (CPC) and the USSR at that time were truly remarkable.
Unfortunately, multiple groups that seek to contradict and trivialise the lessons of World War II have emerged and are acting with impunity and without hesitation. Globally, there are three striking examples that are worth highlighting. The three examples are: first, Japan’s historical revisionism; second, India’s Hindu Nationalist ideology driven expansionism; and third, US expansionism oriented toward global supremacy.
After World War II, Japan was compelled to adopt a pacifist constitution with the condition to never engage in warfare again. Yet over time, Japan has gradually begun to portray itself as a victim and has started to gear up for war once again. The truth is that during the Cold War, the United States, in its effort to counter the Soviet Union, paved the path for Japan to rearm, sowing the seeds of a potential new war in the Asian region. The United States has made a significant contribution to global progress in the post-World War II period. However, multiple regions of the world continue to grapple with wars, violence and oppression, driven by US expansionism and its global supremacy agenda. In the aftermath of the Cold War, the act of pursuing expansionism, fueled by the arrogance of being the sole unipolar power, has reignited the flames of war in Europe.
By the end of the Cold War, the United States forged a new relationship with China, offering numerous opportunities as a move to counter the Soviet Union. From the United States’ perspective, this partnership was expected to deliver three key outcomes: first, that China’s economic progress would push its people to embrace capitalism; second, that robust economic growth would lift living standards, ultimately convincing the Chinese people to abandon socialist ideology and governance in favour of a system that adheres to Western-style liberal democracy. Third, in conjunction with these two outcomes, they also wanted China to reconcile with Japan and South Korea, believing it could bring China under the reins of the United States through a military and economic framework. The United States failed to secure any of its three desired outcomes. Instead, it has inadvertently elevated China to a burgeoning global power that is trusted by countries throughout Asia, Africa and South America.
When its efforts backfired, the United States abandoned the idea of maintaining good relations and instead began viewing China as an adversary. Aligning closely with Japan, it began laying the groundwork for a new Cold War against China by deliberately stirring up tensions and by weaponising the long-standing unresolved issues of the Korean Peninsula, the East China Sea, South China Sea and the Taiwan Strait. Amid these heightened tensions, the United States and its allies accelerated their military integration activities to facilitate interference in the Taiwan Strait and the South China Sea. However, China’s formidable military strength has further pushed the United States to expand its preparations. It has instigated its close allies, namely, the United Kingdom, Canada and Australia, to mobilise
Page 2 of 5their military assets, particularly air and naval forces in the region, as a calculated provocation. Another deeply condemnable move is the United States’ attempt to station its nuclear-related strategic assets in these regions. This move will undoubtedly intensify the nuclear arms race in the area, disrupt existing nuclear-related balances, and ultimately bring a looming shadow of potential war to the Asian region.
Despite the critical nature of the situation, people may feel less alarmed as it is not unfolding before our eyes or in our immediate vicinity. The imminent threat lies in Bharat’s involvement in the South China Sea and Taiwan issues. Through Bharat’s irresponsible involvement, it has effectively courted a serious confrontation – a consequence stemming from its own actions. It is no fabrication that Bharat’s meddling will trigger a major confrontation. We are all fully cognizant of the fact that Bharat has an unblemished track record of stirring up fights with the neighbouring countries. People across the globe held assumptions that powerful countries in possession of nuclear power would not easily initiate a war. Contrary to this perception, Bharat flagrantly violated the nuclear threshold, and by attacking Pakistan, it has irrevocably erased any certainty that Pakistan or any other nuclear-armed nation will refrain from using nuclear weapons against Bharat in the future. Following the Bharat-Pakistan conflict, when Pakistan’s Army Chief visited the United States, Bharat reacted with intense outrage, insisting that the military leader had delivered nuclear-related threatening remarks while on United States soil. Bharat’s populace from all sectors voiced their anger, asserting that the remarks of Pakistan’s Army Chief had not only ridiculed and disrespected Bharat but also the rest of the world and were provoking a war. Shortly thereafter, when the President of the Philippines paid a state visit to India in the month of August, the President issued remarks that amounted to an invitation to war against China from Bharat’s soil. He declared that if China attacks Taiwan, it would inevitably impact the Philippines, compelling it to join the conflict. Concurrently, the leaders of the Philippines affirmed that Bharat is their sole trusted partner on matters regarding the South China Sea, adding that other parties lacked the resolve to act and merely engaged in empty rhetoric. These statements of the Philippines were offered only after a full understanding of Bharat’s intentions and positions, with no other plausible explanations, since such remarks cannot be issued recklessly while abroad. They spoke up only once it had clarified their level of trust and critical details of what they sought to gain from Bharat and what they could obtain. Moreover, in the burning issues of the South China Sea and Taiwan, their belief that Bharat would definitely intervene reveals that Bharat’s position is crystal clear that it is either stoking for war or will fight if war ever breaks out. No other credible reason exists to explain it.
It is unsurprising how Bharat initiated its involvement. Citizens of Bharat also acknowledge that Bharat never gained independence from the British; instead, it inherited the crown of colonialism from the British. Yet, even atop this colonial crown, Bharat went on to harbour a dreadful aspiration of a “Greater Bharat” founded on Hindu Nationalism. Hence, Bharat failed to consider the very people it represented as its own, showing neither concern for their sufferings nor any regard for their aspirations. Rather
Page 3 of 5than rectifying their intrinsic mistakes, they wove conspiracies and turned to torturing the unfortunate and powerless. Bharat annexed several small independent nations by setting colonial traps. This twisted mindset has led Bharat to frequent conflicts with neighbouring countries. Beyond its plots to keep neighbours under its influence, Bharat has repeatedly used its forces and weapons against them, exploiting and degrading their national dignity. Since the founding of our Party, we have had a firm understanding of Bharat’s stance and the possible consequences it entails. This was explicitly mentioned in our Party journals. In our early publication “Dawn”, there are specific accounts detailing how India treats its neighbouring countries, their means of exerting its control over them and their future projections; and these insights were all documented in the journal.
It is obvious to the people now that the smouldering embers of a terrifying war spawned by Bharat’s expansionist policies and its meddling will surely act as tinder and ignite into raging flames. It is worth noting that roughly 22% of the world’s total landmass is currently embroiled in medium to high-intensity conflicts. The locations and the underlying causes of these conflicts are interrelated; therefore, tensions continue to rise rather than subsiding. We cannot afford to remain inactive under the illusion that the impending war, driven by Bharat’s deliberate courting of conflict, will spare Manipur. Though Manipur is situated in a remote, hill-fringed periphery, it was not able to shield itself from the objectives of the two warring parties; hence, during World War II, Manipur was hit by bombs, with the war extending its grip in the area.
In the current context, the people of Manipur and the WESEA region must be extra vigilant about certain circumstances. Despite being fully aware of their defeat, the militaries of Nazi Germany and Japan continued to escalate their atrocities and oppression, with their brutality intensifying. During this short period, given how Bharat treated the people of Manipur, we must not naively underestimate what Bharat might do next, especially if its situation continues to deteriorate. Above all else, Bharat’s innate proclivity for treacherous behaviour is something our people must never forget. A recent, globally known instance illustrates this point. In its bid to counter China and Pakistan, Bharat upgraded its established ties with Iran to a strategic partnership. To fortify this initiative, Bharat poured massive funds into Iran and dispatched many of its citizens there for work. However, in June 2025, when Israel bombed Iran, Bharat, being Iran’s strategic partner, failed to condemn the attack. Worse, Bharat, even being a member of the Shanghai Cooperation Organisation, excluded itself from the joint statement released by the organisation condemning the Israeli strikes on Iran. In that critical moment, Bharat betrayed both Iran and the Shanghai Cooperation Organisation at one stroke. An investigation into this treachery of Bharat revealed that while maintaining its foothold in Iran through the workers it had already sent there, Bharat was secretly assisting Israel behind Iran’s back all along. There is no point in speculating over the potential consequences when it comes to Bharat’s inherent deceit and treachery, merged with their deteriorating circumstances.
The majority of the populace in our region has already seen the truth and can also make choices that serve the best interests of our motherland. But there are certain people who
Page 4 of 5lap up the enemies’ lies and always wait for Delhi’s instructions. We must be wary of these people. In this pivotal moment, they might try to incite public opinion or plant traps to get people to stand with Bharat, luring them into pouring their strength, intellect, and wealth in the process. Our people must not further cede the fate of our motherland to Bharat. It means a catastrophic loss of our investment.
For the sake of humanity, everyone recognises that the world needs to uphold the right path, but this cannot be accomplished through empty rhetoric alone. The power of a civilisation does not lie in evading the problems or sufferings; it comes from humanity’s courage to confront these challenges head-on and keep moving forward. The independence of Manipur is non-negotiable – it is not simply our cause; It is a matter of humanity, grounded in the historical facts and also represents the inevitable course that nature dictates. For this very reason, the strength or weakness of our adversary is a trivial consideration; we do not have to bother measuring it. In this scenario, our solemn duty and the enemy’s inherent nature and actions are inextricable. Hence, our Party has proclaimed our fight for freedom part of the world revolution and enshrined the song “The Internationale” as our Party’s anthem.
Our belief in our righteous cause is unwavering; we fight for our motherland’s freedom and for humanity, a cause grounded firmly in the right side of history. Our Party song carries a profound moral that only through the unity and struggle of the world’s downtrodden people to break the chains of slavery can the world transform into a land of universal equality. This principle infuses us with unshakable resolve and courage, spurring us to hold our position and fight with no retreat.
Today, the struggle to liberate our people is unbelievably closing in on the goal, far beyond our expectations. In this critical stage of the revolution, I call upon all to shoulder the responsibility of consolidating the position of our people for the cause. On this auspicious day, I once again extend my deepest respects to you all.
